If I am the winning bidder on an item auction that ends on a Saturday, do not pay, receive an ebay bucks multiplier offer on Monday, and then pay for the item on Monday will I receive the promotional bonus?

I have in the past, but I'm not sure if they have closed that loophole recently.

The eBay bucks promotion seems to be applicable only when an item is bought and paid for during the promotional period.

No. You must buy or win the item during the time frame when the offer is valid. You will see the bonus bucks offer/message reflecting the bonus offer (ie the additional savings) pop up as soon as you go into the listing. Buying or winning an item during a non-bonus bucks period and paying for it when the bonus bucks period starts--even if it is the next day--won't do you any good.
