1898: Overdate? Altered date?

Hello,

I picked up this 1898 1/4d which arrived yesterday. It was super cheap so it is not a tremendous loss if the date is altered. But I am just curious: what is peeking out from behind the central 8 and 9? Any help would be educational for me.

    Need a higher-res pic. At this size, it could be schmutz.

    Not sure what the incentive would be to alter the date to 1898

    That's the think, I don't see a reason to alter the date to 1898 either. I didn't notice until I took pictures for my collection and then I noted the weird looking line that goes from the outside of the nine about halfway down the loop to the end of nine's tail. It also looks like a sharp corner is peeking out from the left side of the eight too.
