"master" rookie sets?

With the (somewhat new) popularity of "pre-rookie" cards, should there be new rookie "Master" sets that include all of the regular rookie cards as well as pre-rookies? Ex: Greg Maddux...I think it would be neat to have all of his '87 cards, but also include cards such as his '86 Procards Pittsfield pre-rookie and any others he may have...thoughts?

How can a 1989 OPC Randy Johnson "ROOKIE" not be included. It's a basic pack issued true rookie card and this is only 1 example.

Maybe PSA would jump on board if they were called Prospect Master Sets.

For some unknown reason, when they add the composition for a new Rookies set, the original composition is how it stays. You can't add any new items to the composition if you are a participant, unlike all the rest of the sets. This inconsistency does not make any sense, but it is the way it is.
