The centering would not allow it to be a 9OC IMO - in fact, it wouldn't even make the 75/25 required to be a lower end 7.
edit: this card doesn't even meet the "wiggle room" standard that graders have for a card with "good eye appeal" iMO.

Mike is correct. Qualifiers are typically worth 2 grades, not 1, and in this case, I would downgrade 3 grades, lol..

I think that a card gets bumped down 2 grades without the qualifier, so this should be a 7??
I checked adjacent certs to see if they mixed up the "OC" with another card? No 8s of any kind near that number.
Very generous - but I'm sure bidders will be the final decider on this one.

My thought exactly but of course, I have seen a poster here pay $18 to get a card graded that wouldn't sell for $18 in a 9 so....
