total speculation on my part, but doesn't this card remind you of bvg 9.5 "sheet cut" card? look at the top. i looked up the beckett pop report and 1 does exist. i hope i am wrong and i hope one you still has the beckett 9.5.
I hope that's not the case. It does have a little white around the borders that is indicative of the opc rough cut. Hard to tell when the card is not in hand.
Agree with Craig. Though the card does not exhibit the pronounced rough cut that you will sometimes find with OPC cards from this era, the cut appears to be typical OPC from what I can see from the scan, at least. Check the fibers behind the edges, in particular.

Looks like a natural cut. That cert number appears to be a few years old so this was a review bump. Checking the certs of cards around that cert number shows that it was likely an order of various OPC issues in various grades.
