Undeliverable as addressed?

Was checking the tracking # of a package sent to a buyer.
Shipped thru eBay /PayPal and printed the label. Any idea what the possible scenario would be?
This is a first.

Address label ripped off somehow, but tracking sticker intact? The last two years have seen USPS tracking really go down the toilet. I never used to give it a second thought, but I worry every time I send/order something now.

Buyer just told me he had moved. So of course he didn't change his address with eBay/PayPal. Hopefully it's either forwarded to his new address or comes back to me. I also told him to possibly call his PO while its still in his city and get it re-routed. Dumb sh**

I also liked how he ended his message with "here's my new address if it helps"
Really? You think?

I've always been happy with my actual mail carriers. But the inner workings of the USPS has taken a nosedive.
