I know that Tall Boys and regular size cards need to be split shipping wise. On the monthly specials can I combine in one order with 2 shipping fees or do I need 25 of each to meet the minimums?

2 separate orders with 2 separate forms and sets of shipping fees. But if you have for example 25 standard size cards and 5 tallboy size ones, you can send in a separate sub form for 5 tallboys and receive the monthly special rate. However, one hiccup is that the online electronic form won't let you complete the order unless you have 25 items, so you'll have to print it out the old fashioned way. Both subs need to be in the same package though.
