Help needed- How to determine exact centering

Hi all,
Over the last few years some board members chime in on threads about centering with exact numbers. Although I assume it isn't too difficult to do, I don't know how. I would imagine it is a function within a program like photoshop. Any help would be appreciated.
I'd like to know the centering on this Gretzky before I sub it. Just so I am realistic about what to expect.

Liquidating my collection for the 3rd and final time. Time for others to enjoy what I have enjoyed over the last several decades. Money could be put to better use.
For example, if you have 2 mm of border to the left, and 3 mm of border to the right, you have 5 mm of total border. 2/(2+3) is 0.40, which is 40%. 3/(2+3) is 0.60, which is 60%. So this card is considered to be 40/60.
