Kwan Tung Province Can anyone please ID the year?

found this , and another the same but all scratched up, in a small box of coins I recently bought.
Can anyone please Identify what year this is?
and perhaps a value and grade?
are chinese coins graded like others? or are there other grading parameters?

    Not an expert on these by any means-but I would call it an xf condition. Appears to be Y#201 in the Krause book. That is a 20 cent piece. I have one in Au. Krause has it listed as $35 in xf in the 2015 issue. There is no date, but was issued from 1890 to 1908. If this is not the one then it is the Y#200 which is $50 in xf. Same date.
