What exactly is a "Basic and Collector issues set"?

For player sets I understand what a "Basic" set is, and I understand what a "Master" set is. What on earth is the point of the "Basic and Collector Issues" set?

I've looked at some of these sets(in basketball) and the cards that are included seem so random. Is there and underlined theory of what these sets are supposed to include?

I looked through the Killebrew set and noticed there were no team cards or League Leader cards in there. It's 101 items and the Master set is at 251, so I am assuming a lot of other "oddball" items are not in there as well. Only one Bazooka card instead of three for each year as well.

This is actually more of what I had in mind when I started collecting Killebrew. Of course I went crazy and had to get "everything".
