To the seasoned psa submission guys I have 2
Questions..... First is the monthly grading special of $5.50
Per card value under $100 usually the same every month? Second is the declared
Value just a basic raw value? Say for an 82 Topps Ripken I would use $25-30 for declared value
Or am I missing something?

The specials vary month to month. The $5.50 has been going for 2 months in row after being absent for the previous 3 or 4. You're not likely to find a lower fee special for <$100 valued cards.

As far as what I do for value when submitting, I go with an estimate of the raw value or worst case scenario graded value. If it's a common card, I'm usually putting down a value of $2. Your Ripken example right on. This value is really about 2 things. 1. Making sure you have enough insurance on the return shipment and 2. Making sure the card fits within the value parameters of the service level.

I never thought about it but I saw somebody else comment elsewhere and say on common cards they put in a value of $6 minimum to cover cost of getting it graded. Makes sense
