Shouldn't these older PSA cards have a hologram on reverse?

Old PSA card

PWCC has a series of these 04##### serial numbered PSA cards from 1988 Fleer. Does anyone know why there isn't a hologram on the back? Does that mean it was submitted for reholdering?

    My apologizes to the original poster of the history of PSA flips but this is taken directly from a copy I made of the thread. The card example both front and back match the Rodman.

    This flip front is exactly like style 5. The back of this flip's field is now a much darker blue. Also the back has changed from style 5. The back had changed from "A COLLECTOR'S UNIVERSE COMPANY" to "A DIVISION OF COLLECTOR'S UNIVERSE NASDAQ CLCT". The PSA logo on the back is the same as style 5. The back of these flips are the same as present day (this was written a couple of years ago) flips. Also there were a very small number of half grades issued in this style flip before they moved the numerical grade below the descriptive grade(See style 7).
