Why don't you post pix of the no-grade Gennies, so we can see if we can determine what made the graders no-grade them?
Just replace the PCGS number into this link.

I'll have a look once it's up.

<< <i>ive had a few people say tell me that world coins have better at NGC especially with damage and cleaning. I have no experience with this just figured id give it a try.

That's basically the opposite of most of what I have heard (and experienced first hand). My experience has been that NGC is more strict on problem coins. Though, both TPGs have their "off" days.
If a coin is damaged, it is damaged -- whether you can slip it under the radar of a TPG or not doesn't change that fact.

While they don't look that severe, they obviously catch the light, as they did in the photos, so the graders probably had to note them. Had they been toned over and not as glaring, it might have gotten by.
Or maybe not. Additionally, the coin looks to have been pretty obviously cleaned, though not as harshly as the next one.
The French Indochina piece looks heavily polished. Note the different colors of the fields in the picture, particularly around the lettering.
Polishing is a form of damage, but why they'd use the generic term "damaged" instead of "polished" or "whizzed", I don't know. But that's a pretty scrubby looking coin, I'm afraid.
I wouldn't waste any more money trying to get a second opinion from NGC on those particular two if they were mine. They're just as likely to no-grade across the street.
Chalk 'em up to tuition and beware of stuff like this in the future. Stuff like the scratches on the first coin can be easy to miss sometimes, though.
