Onerous terms for anyone, in my opinion. Basically, it doesn't matter how or why they want into your box, if they feel the need. And if they find cash or any other valuable that they determine to be outside the agreement, you are screwed. You're a fool if you ignore those terms or try to circumvent them.
What these specific policies DO prevent is a fraudster falsely claiming, "Hey, bank! I had $100,000 cash in here and now it's GONE!"
What's the difference in saying, "I had $100,000 in cash here" and "I had $100,000 in diamonds in here" or "I had $100,000 in certified PCGS Seated Liberty Dollars in here"? Why is cash the only asset being singled out? There's no difference from a fraud standpoint, or a security point of view either.
Sounds like a war on cash, motivated by the desire to force people into paying more bank service fees on bigger account balances, and keeping funds visible for the tax-hungry politicians. Nothing more than that.
