Shipping to Canada with Tracking?

I sold an item on ebay to someone in Canada. When I went to print the shipping label, it does not give me an option for tracking.

What's the safest way to ship an item to Canada to avoid fraud?

USPS First Class International has tracking. It is available via eBay, cheapest around $7. You can get it for about $3 via PayPal Ship It Now (google it).
