My concern with that issue is always if you are creating an "artificial ceiling" for the grade by including it in the lower priced submission.
I know all of the answers about why that is not the case, and all of the different ways that situation is handled on the PSA end, but I always err on the side of paying the extra for the next-up submission price.
It is sort of like that old adage (that I have never been able to take part in, personally) that you should "dress for the job you want, not the job you have."

I am no expert on PSA policies but a 1986 Fleer MJ RC in PSA 6 is easily a $600+ card. A quick search shows the lowest sale price to be $525 and only 3 instances of being less than $600 in 22 sales on eBay. I am assuming you are cracking to get a higher grade, if this happens I don't see how PSA doesn't recognize that the card is valued over $499 (at this point a 7 is well over $750). I don't think you will be stopped from submitting and getting a grade with your voucher, I would just expect to pay the higher service level after the fact if you get the grade you want.
