On the submission form it says cert #, is that just for PSA reviewals? Also would they crack open a case if it doesn't reach the min grade that is requested?

No, they will not crack the case if it does not meet a minimum grade you specify.
I always put the cert number on there for crossovers, though not sure if it is a requirement or just suggested.

Currently collecting 1934 Butterfinger, 1969 Nabisco, 1991 Topps Desert Shield (in PSA 9 or 10), and 1990 Donruss Learning Series (in PSA 10).
I have never had one card cross that I had any doubt that it would.
When you send cards in for crossover that is one service level and can not be combined with raw cards and will also require separate shipping once PSA has reviewed them if you send in other orders at the same time.
Some collectors are looking for an equal cross and others put a grade lower then is what is on the slab. I have never once heard of a collector sending a card to PSA in another slab and getting a higher grade but I do know that has happened when a PSA card was sent to BGS.

The cert number field on the form is not simply for review submissions. It's actually for any card with a cert number, whether it's a PSA cert number (under the review/re-holder/mechanical error services) or one issued by another grading company (for the crossover service). It typically won't halt the processing of your order if you omit it, but we advise that you write the cert number for better tracking. It's especially helpful with crossovers in the event that you are sending two of the same card.
When submitting a card under the crossover service, you must also fill in the “Minimum Grade” column to specify the lowest PSA grade you are willing to accept. PSA will grade your card in the existing holder and only remove it and encapsulate it in a PSA holder if we meet or exceed your minimum grade. If your card does not meet or exceed your minimum grade, it is returned to you in its original holder.
