I am looking to send about 30-35 cards with letters out. Ideally I will be wanting the players to write on their cards about another player and sign it.

1.) Is this a feasible request?
2.) If so, what's the best way to phrase the request?

Depends on who you are mailing to. If you are sending to retired players you have a much better chance than if you were sending to active players. Check the athletes TTM habits on a site like this before you send anything out.
