Fill me in..Why did PSA grade the psa 8 T206 Wagner in the 90s if it was trimmed by Bill Mastro??

I know it's sort of old news but " why did psa grade the psa 8 t206 Wagner a psa 8 if Mastro trimmed the card in the late 80s?? What are people's thoughts? What is the future for this card? Please share.
