Did Topps hate Keith Hernandez?

All his cards seem to be low pop. 1975 rookie is a pop 10 out of over 1000 graded. 1976 Topps is a pop 4 out of over 200 subbed. 1977 Topps is a pop 1. That's about 1% for his first 3 Topps cards. Maybe it's just PSA that doesn't like him.
