What's the difference between a Donruss Rated Rookie Card and Rookie Card?

I was going through some Donruss cards last night and pulling the Rated Rookies out for TTM's. While looking on Beckett a lot of the Rated Rookies aren't considered a Rookie Card. I'm lost!

Means they had a rookie card issued in a prior year by another manufacturer
