When does population go down?

1974 Topps Dwight Evans used to be at 101 and now is at 100. Hoping this isn't too elementary of a question, but what are all the circumstances under which a population would decrease? If a card's flip was damaged and someone reported this to PSA would they remove it?

    if they sent the flip in it would be removed from the pop report. Reasons for this would be cracking it out to resubmission, crossing into another companies holder, or returning it to a raw state.

    If a card is being reviewed the number will temporarily go down too.

    Another thing that can happen that results in a decrease in population is when someone sends a card in for mech error correction, removing the old mistake listing and instead adding one to where it was supposed to be originally.
