Opinions wanted on grade. Ryan rookie

Juste received back from PSA. I new the card with the ink would get a MK qualifier but other than the ink, I felt the numeric grade would be higher. I sacaned both Ryans that were sent in on same submission and both received PSA 3 for numeric grade. The card without the MK qualifier has more corner wear and centered worse in my opinion and still got the same grade. Does the MK qualifier also bring the numeric grade down?

Not necessarily, but often a MK is tiny and doesn't detract from the card, or it's on the back. Your "MK" is multiple marks and would definitely lower the technical grade of the card. Imagine a mustache and beard drawn on a card--that would lower an otherwise NM card to a PSA 1(MK).

I did not catch the ink in the team name circle the first time I looked at that card.
Currently collecting 1934 Butterfinger, 1969 Nabisco, 1991 Topps Desert Shield (in PSA 9 or 10), and 1990 Donruss Learning Series (in PSA 10).

Not necessarily, but indentations caused by the writing can impact the surface grade. Imagine if the ink wasn't there, but the indentations caused by the pen were, then add the MK for the ink. There are plenty of examples of 6 & 7 MKs on eBay, these are typically in pencil with no indentation.
