I recently tried to do this and of course, it failed. However, they asked for a separate shipping fee to separate the two orders: one for raw and one for crossover. I've never submitted blue to red flips as crossovers in the past - just as regular raw submissions, but all by themselves in the order. Is there a price difference in crossover vs raw?

Spanky ... I believe the cost to go from blue to red is the same as the cost to grade a raw card. However, as was already mentioned, the blue to red needs to be a separate order with its own shipping back to you from PSA.
