Signature Help (Bengals)

There's a local bar that has this signed helmet on the shelf, they don't know who it's signed by so I'm hoping someone may know. It's either #14 or #19 and looking through the all time roster, I couldn't piece it together either. Picture isn't the best because of the lighting inside the bar. Any ideas?

I couldn't tell much either, per this historical list of Bengals by number:

Unless you stretch and say that number is 79, then there was a guy named Ramondo Stallings who wore #79 from 1994-98. Do the bar owners know about what year the helmet is from?

I'm wondering if it's a coach who wore #19 for a different team when a player?

It looks like the new, striped helmet, (not the old helmet with the Bengal tiger on the side) that they've been using since the late 80's.

If it helps, the bar got it through a charity raffle held by John Matuszak. Definitely from the 80's.
