1819/8 Lg. 9 CBH w/ Rainbow Toning - Grade it!

Being sent PCGS Express this week, which means results will be available in apx. 2-3 weeks. 
Not as high grade as the others I've posted, but certainly just as attractive. I'm a sucker for circ toners even though I can't photograph them worth a darn.

I'd be concerned with that target toning. It doesn't look natural to me.
Album toned coins would go from a dark color and get lighter towards the center.
An envelope target toned coin would have more toning on the high points being pushed against other coins stored tightly in a box.
I can't explain the toning on the coin.
