As someone who doesn't follow moderns at all, can someone enlighten me as to why the signature decreases the value instead of increases?

Just a typo in the Price Guide.
Coin number 9697 is worth about $250 retail and the Mercanti probably $350. I'll mention it to the Price Guide editor tomorrow if I have time.
