USORDA wait times

I believe that USORDA is the customs at O'Hare that shows up on tracking for international packages (maybe from Canada only?). Is it normal for an item to sit there a long while? That's where the tracking says a purchase of mine from December has been sitting since the morning of Jan 7th. There are weekends, MLK day, in there but was thinking could it be an after-effect of the Paris attacks that maybe everything coming in now has to get opened. Anyone else experiencing long delays getting something from abroad into the US? Anyone think of anything I may not be taking into account for the delay at USORDA?

I've never had an item take that long. Sometimes, it will appear as if there is a lengthy delay if the package misses a scan or two along the way. 13 days is long enough that I'd recommend calling USPS CS and asking them to look into it. Good luck!
