I really doubt this is a full step coin as I have never seen a full separation of the 4th and 5th steps under the 3rd pillar. Let's see the steps! That;s right, I'm calling you on this one.

I must say, I'm impressed. This is a collector's coin. No-one to my knowledge and this includes those at the very top of the registry sets, has a five complete step 1939-D Reverse of 1938. Unless they can prove me wrong, they should post it here.
