Original mint packaging for pre-1955 proof sets is uncommon and can be detrimental to the coins. You will rarely find it, although it is routinely faked on eBay. It is not an issue for pre-1955 sets, unless a rare someone happens to have a fetish for it.
Flexible plastic flat packs were used from sometime in 1955 through the 1965 Special Mint Sets. Proof sets since then have been issued in rigid plastic holders with a thin cardboard box for the holder. This is the packaging some people care about when buying el cheapo post-1964 proof sets.
