In this case, the numerals in Japanese are the same as in Chinese, and yes the date is 34 (or 43, if reading in opposite direction).

Read right to left pre-WWII.

This is a website I bookmarked long ago (likely thanks to Roy/Satootoko) that gives a one page explanation. Showa 22 was the year the dating switched from being read right --> left to left --> right. The 'nen' symbol location gives the clue.
