Uploading avatar.. 15th?

Do we upload our avatars today? Where do I see the option? I'm missing it. Thought it's not the 15th in the US yet.

If the 15th falls on days PSA is closed (weekends), the upload option should be available the next business day.

It's only 7:55 on the west coast. Once PSA opens for biz, the option should be there.
