Am I to understand that 1991 Topps Traded cards that were issued in wax packs had a different color back than factory set cards?

Correct. A master set of both 1990 and 1991 Topps Traded has 264 cards. And for those interested in building them, it usually takes about 3-4 boxes to compile, however, I once opened an order of 6 BBCE boxes where 5 of the boxes mostly contained ** cards and 1 box that contained mostly * cards.

I'm not sure, but wouldn't it be in their best interest to notate? Seems like it would create additional registry demand.
ETA: I've never understood why 87D wax vs. factory set is not notated either with the backs rotated 180 degrees.
