What purpose does everyone believe it was tampered with for? To switch the mint 9 card that was originally in the holder with a lesser conditioned or altered one? Or does anyone think the one in there now is a reprint?

If it was a strong one they would just resubmit and get another 9 or possibly a 10 and then rinse and repeat..

It's a reprint. You can tell by the trademark on the back by the Bulls logo

the front fleer logo arrow looks pretty yellow, and the real ones are distinctly different color of orange

This was my first thought, but I am far from an expert on these reprints.

Hard to tell for me if it's a reprint or not. However, I would stay away...way too much frosting on the edges.

I agree that the card appears to be a reprint. Without a higher resolution scan, it is tough to see the obvious signs on the back, but the front image looks darker and grainier than an authentic example.
