If "obtainable" means you can order rolls of them from a bank, no.
But they are circulating coinage so they are out there.

There was a mandate by Congress for all
12 Federal Reserve Districts to accept, &*
distribute to any and all banks that requested
the State Quarters, and Presidential Dollars.

This ended with the State Quarter Program,
and in 2012 with the Presidential Dollars.

I've tried numerous times with my bank
    downstairs, who happily and sucessfully
ordered new State Quarters and Presidential
Dollars,(up to 2012) to order the Territorial
Quarters, Parks Quarters, and Pres. Dollars
    since then, with no luck.

The Bank tells me that the Los Angeles Federal
Reserve does not carry, inventory, nor do they
want, any of the above. There is no longer a
mandate for them to carry any of these new
    issues.

(it also should be noted that since 2012, I think,
the Mint only sells the Dollars directly from their
website - I may be off a bit)

The Parks quarters, are in circulation, so they're
getting out somewhere.....I just wish I could get
them from my Bank, who used to get 'em from
    the Fed/L.A. very easily.

I just think the FRBs aren't going to do anything that requires they keep them separate, a quarter is a quarter. Some FRB's use more quarters than others so they are probably getting some, they just don't track it.
And you can't specifically order them. Likely the same with Brinks, Garda, etc. they probably have them, they just don't let you order specifics.

Maybe forum members could check banks in various Fed districts and ask. I think KC and Dallas were big users of quarters, maybe try local banks around there.

Fred Weinberg nailed it. Banks of course could order them on the same subscription rate from the Mint, but they would lose money distributing them at face value.
