Pay Pal fee question, was I overcharged?

I had a transaction for $200.00 plus $18.00 shipping for a total of $218.00. Paypal charged me $8.80 in fees. Should it not have been $0.30 + 2.9% or $6.60. It was for some hard drives and not cards.

Unless they've changed their rates recently, I get $6.62 for that transaction. Were there other sales in the month that would account for it?

The shipping address in New York City but the parent company is in Saudi. Maybe that is it.

I believe it is 4% on foreign transactions. Probably based on where the money is coming from.
