Should this 1980 OPC Gretzky be a PSA 10 w/ this centering?

PSA is (supposed) to be tough on this card. I don't like the centering. I think it's a beautiful card, and a 9, but not a 10.
Technically, does the centering follow the guidelines for a 10?

I'm with you. I'd pass if I was looking for this in a 10. Sweet card, however this is not a PSA 10 I would have desire acquiring.

Does PSA not take into consider fraying on other cards?

They do not downgrade, if that is what you are asking. Expected on most OPC cards.
Even with the "O-Pee-Chee" cut it still looks just slightly Off-Center to me, for a 10.
Still an awesome looking card, maybe not the best example of a 10, but still nice.
If it was a card I was chasing, it might be a tough call of the famous "Buy the card-Not the holder" theory.

It does make me a little curious when I see all 4 grading companies (PSA, BGS, SGC, and KSA) widely dispersed in his sales.

+1. The one you posted has much better centering and no ugly print dot on the hockey puck with Gretzky's name.
