What do you think would motivate Steve to intentionally label this box incorrectly?

My guess is that it is a simple mistake. Several months ago I sent in a 1982 Donruss box that was marked as a 1983. If it were 1984 cellos in a 1985 box Steve would have marked it that way. We all make mistakes.

I have a box of 84 donruss that I bought from bbce that is labeled 84 fleer. Steve immediately said he would fix it (obviously), but I felt petty sending it back and left it alone. Given the newly discovered rarity, I would be willing to sell it for $800. Itzagoner can have 10% for alerting me to it's true value.
