Submitting to PSA for 1st time: Rates and piggybacking

I am submitting a card to PSA. 2007 Donruss Elite if it matters.
PSA is charging $17.00 to grade the card and $18.00 for shipping USPS. How can that be?
If I select FedEx for shipping there not a charge but there is a field for a FedEx account number. Do I have to submit a account # or is FedEx shipping free?
What is piggybacking that I see on this board? How does that work?

Piggybacking is working with an existing Club Member to take advantage of monthly specials that PSA offers. The specials vary but usually provide grading services for 56-present cards valued < $100. This months special is $5.75 per card but carries a much longer time commitment from PSA - usually 50 business days. Piggybacking helps offset the shipping charges as the more cards/people take part in the submit, the lower each person's shipping fee would be as a result.
I have never submitted on my own and have always Piggybacked with a great board member who has done the paperwork and return shipment. There is a fair amount of work that goes into a submit and I am happy to have gotten hooked up with him.
The field for a FedEx account number is for you to enter your account number to cover the shipping. Shipping to PSA and the return shipping back to the owner is paid for by the person submitting - it is never free.

The shipping charge you mentioned is certainly expensive, but that's what you will pay if you only send one item. That's why it's wise to either piggyback or wait until you have a whole stack of cards to send in. If you send in 24, you pay $1 per item instead of the $18 per item you are paying now.
For FedEx, refer to the "Express" charges on the back of the form. You would only want to choose that level if you have thousands of dollars of value coming back to you.

I read the back of the form. It is not clear.
When sending FedEx can I choose FedEx One Rate Express Saver using a FedEx envelope? It would cost half as much as other options.
I would contact customer service, but I don't like dealing with any customer service department.
