Is anyone else having problems opening the Paypal site?

Access Denied
You don't have permission to access "http://www.paypal.com/" on this server.

    Liquidating my collection for the 3rd and final time. Time for others to enjoy what I have enjoyed over the last several decades. Money could be put to better use.

    I have had issues off and on the past few weeks paying for things. Certain times the "send money to family/friends" option won't work and the site will say "please try again later". I will try an hour or so later and then it will work fine. It's getting annoying and not sure what's going on with it.
    Always looking for OPC "tape intact" baseball wax boxes, and 1984 OPC baseball PSA 10's for my set. Please PM or email me if you have any available.

    Paid for something earlier today, no issue. Just logged in again to check, and it's still fine.

    I went to another computer and it worked fine. Something in the settings on my laptop is preventing me from opening the Paypal site. It worked fine yesterday and I haven't changed anything.
