PSA Set registry

I couldn't find the answer on the PSA website so I figured I would ask here. How does PSA choose which rookie cards of a player to use? For example, for HOF rookie collections there are often multiple possible rookies available, but only one listed in the registry.. Do they just use the players most valuable/popular rookie?

    they use some book. don't recall which one exactly, but in order for it to be listed as a "rookie" in the rookie set, it has to be designated by said book. kinda tardish, but I guess there has to be some precedence here.

    actually requested a 68 ryan rookie set, since there's 4 versions, and they denied it. said I could contact blah, blah, blah to have them add it to the blah, blah, blah list and that's where I immediately lost interest.

    The members of the set registry vote on the player card to use. It's supposed to be the most valuable one with a print run of 999 or greater, but exceptions have been made on that (prices fluctuate).

    maybe for new players, definitely not for existing established players.
