How would you handle feedback in this case?

I took a chance and bought a raw card for $150 from a new seller who does NOT offer returns. The description does Not state one way or another any gurantees regarding authenticity/unaltered. The card looks and meaures just fine. But, in worst case scenario, if it does not grade and seller refuses a refund, what would you do? Thanks, Tom

With Ebay, sellers saying that they don't accept returns doesn't mean anything. All you have to do if file a not as described case and 99% of the time you will win and get your refund.

Would that still apply if they did not "describe" the card as authentic/unaltered?

I would not bid on an item like that unless I were willing to accept the risk. That is why the price is probably far lower than what it would otherwise be. If he describes it as authentic and unaltered, that it one thing, but by not stating that, he's telling you something else.

If it were non-authentic then item not as described could possibly be taken from the title of the auction.

Ex: if the title stated 1952 Bowman Mickey Mantle, and the card was not printed by Bowman in 1952 then I think your case for not as described would be valid, and validated by PSA's Not Authentic label.
