P.N.G.M. sticker (yet another one!) I've seen

As title says.....does anybody know what the h*ll these represent?
I have NO affiliation at all!!
We've all seen CAC (a 'validation' sticker), 'Eagle Eye' (another 'validation' sticker)...
We've also seen 'POW', 'BAM', 'SWOOSH', etc...like we're watching a rerun of the '60's Batman series....those having no meaning whatsoever.
I ran across this 'sticker' just today, on an NGC slab...a bunch, as a matter of.... (if they've been there before, I either don't pay enough attention to NGC coins [not by design], or just on 'temporary' vacation.
Here's a link to an NGC coin with this P.N.G.M. sticker I reference.
If this has been discussed, I apologize for yet MORE drivel, but I honestly haven't seen this before. I'm never good at guessing, so if I say 'I'm assuming it's like one of those 'PQ' stickers we see, that makes a world of difference to the buyer', I'll probably be wrong (but am I far from wrong...? Is this another meaningless sticker (no offense if it isn't), only on the slab due to the seller's handle? Also, couldn't find one on a PCGS slab....???? If it's a nothing sticker, doesn't matter WHO'S slab it's on...

Now I see it. Is that inside the holder or outside?
Edited to clarify, once I opened my eyes.

New collectors, please educate yourself before spending money on coins; there are people who believe that using numismatic knowledge to rip the naïve is what this hobby is all about.
