question on advertising pop's....(paypal)

considering paypal's new policy on not as described, just curious on what the forums stance was on advertising pop's when a card is for sale...
presented scenario:
joe blow psa 7 = pop 2
joe blow psa 9(oc) ='s pop 7
what exactly should joe blow's pop be in a psa 7, pop 2 or pop 9?

An 8OC usually goes by a value of 6.
6 is less than 7.
An 8OC is less than 7.
A nicely centered 7 usually goes for more than an 8OC of the same card.
however my question spawns from the variant difference between the pop report that is displayed by the "cert verification" page and the "my inventory" page, if anyone else uses happens to use that.
where as on the "cert veri" page lists as pop 2 with 11 higher vs the "my inventory" page lists pop 11 shows only 2 higher....
so can I state that it's a pop 2 with only 2 higher? seems greyer than this backdrop and/or bending the rules without completely breaking them....
just want to make sure it's properly advertised when it comes time to sell...

trying to cover the proverbial bases considering ebay's/paypal's new policy. seems like this is something that could definitely come into play as not being accurately described.
