PSA grading hand cut cards?

I came across this on ebay today. It is a 1978 Topps card that is hand cut labeled as such on the PSA tag. I knew PSA graded hand cuts for box bottoms and magazine cards, but this is a regular issue card. I thought PSA did not grade regular issue hand cut cards, is this something new.

    It's not a regular issue card. It's on a thinner white card stock and was only available in sheet form through a mail-in offer.
