Submission of cards as a non-member

Can I submit cards under the $17 Regular service level without being a current member? I have been a member in the past, but seeing that PSA provides a non-member submission sheet leads me to believe this is true. Being a member gives you access to bulk submissions and the specials which is not available to non-members, correct?

Collecting:

- Post War baseball HOF RC's
- 1980's unopened baseball
- All Mutoscope and American Beauties
