    They probably don't have the expertise to determine if the counterstamp is real (many are fake).

    I'm guessing they could say that about pretty much any counterstamp. Maybe they have just never seen it on an American host coin....image

    In this case, it's just as well. Looks fake to me.

    it does look strange. it looks crude but "ineligible type of counterstamp" is a solid "out"
