I do not use penny sleeves when submitting cards either.

I figure the penny sleeve will prevent the card from moving around in the top load which should protect the card surface during transit and the PSA process.
I use them on cards I keep and don't send in but not on submissions. Cramming those into card savers can be a bit of a pain. I'm thinking a grader receiving a large order with the cards in a penny sleeve and card saver could get annoyed no reason to irritate them before they put your cards to the eye test! Might just be me but I think they are harder to get out of the card saver with the sleeve on which might lead to damage.

Recommend to use only for 'shiny' stuff (chrome, best, etc.). They seem to adhere to the CS1s. For standard cardstock, there's no need to use penny sleeves.

I always do unless the card is too big to fit in the standard size one (i.e., I don't use them for tallboy/supersize/T3)
