Should I avoid buying this?
Common sense tells me that a wax pack box from a sealed case should not have rough edges.

It's not too uncommon for boxes from a case to exhibit some wear, but perforations at least are usually intact.

Well if common sense tells you that, do you really need/want an opinion?
A wise man once told me, "common sense aint all that common anymore"

What is an x-out box?
It is a big picture. I did not want to put it in the thread.

It looks fine. That sort of wear is not at all uncommon coming out of a case. Dugout is generally considered to be reputable unopened suppliers as well.
X-outs refers to unsold product that was returned to Topps by retailers. Topps would put large X's or just a line on top of these boxes with large, black markers. They would then repackage the boxes into cases and sell them at a discount with no return privileges.
These x-out boxes may be the same as they originally left the factory (received by the retailer who never put them on the shelves before returning them back to Topps) or could be frankenboxes comprised of picked or left over boxes combined into a single box for return to Topps.
Note, however, that Topps didn't start marking returned boxes before reselling them until the early 80's and I don't believe Donruss or Fleer ever marked them?
