Is there any impact to the pop report with reviews?

When a card is sent in for review to PSA is there any impact on the pop report?
The reason I ask is I know someone who has been constantly getting the same two cards reviewed and it is like clockwork that the number of cards PSA has graded in that grade drops. A few weeks later back on.
What has got me wondering this is they popped off last week and came right back on today after the National where they were reviewed once more.
The only logic I can see with this is that once they receive the card in good order it would come off and then when the fresh grade is assigned that number is reinserted into the population totals. Because they realize it is not a new card they intentionally don't drive up the population of that card in that specific grade.
Anyone know the answer to this question?

The Hogan has dropped off and been re added five times. The Flair a few times for sure.

David, this assumption is correct. The pop report doesn't change unless the grade does. And if the grade does change, the cert # stays the same, but the pop report for previous and new grades change by -1 and + 1 respectively. The time lag is often inconsistent but it usually happens pretty quickly.

My observation is that a card may "disappear" from the pop report, only to be added back at a later time (on occasion, weeks later), sometimes in the same grade. I'd speculate that any substantial "time lag" is related more so to a re-holder or pedigree service rather than just a normal review.
By the way, this topic has been discussed before but never at length. I don't think that anyone really provided a definitive answer for the question as to why and for how long cards "disappear" from the report.
Also, it's impossible to know for sure--especially on higher pop cards--when there so many cards (perhaps the same card) being graded raw and reviewed all at the same time yours is.

My own personal experience with reviews is similar to your own (whereby any additions and subtractions to the pop report occur simultaneously for all intents and purposes), and my response is based on observations of specific low-pop card quantities.
On several occasions, most notably around the time of registry award deadlines, I've witnessed a handful of 9's "disappear" and "reappear" as a mix of 9's and 10's. The only plausible explanation that I can come up with is that the activity is primarily related to a holder change. If that's the case though, the fact that there were bumps would mean that the cards were reviewed at some point, and my best guess is that the review occurred in conjunction with the re-holder process.
Nowadays, it seems the cert # follows the card through PSA's information system to a high degree. To that end, I'd say the issuance of a new cert # and/or the timing of a replacement cert #, being issued for whatever reason, may be the real culprit here.
